Since v6.2, when opening a new upload request, default activation date is set at next o'clock hour. It can't be set to a 'now' value. So users have to wait a long time before upload request activation and to start to work with.
It's a bad regression for users.
Moreover, I can't find any contribute guide to know where to open issue.
Issues on dedicated component repository don't seem to be followed by developper team. Only this repo seems to be check from time to time.
Can you clarify workflow to help you with issues and pull request?

I have just investigated and indeed, this bug arises from a correction made to activation delay of deposit invitations after the creation date.
I suggest a workaround while waiting for the fix which will arrive soon on the 6.3. To do this, you can deactivate this functionality of having a delay of activation date.
Go in the configuration page Configuration/DOMAIN NAME/Functionalities/Upload requestDelay before activation section, you uncheck the option Allow setting delay between activation date and creation date
