【结论】：
测试不通过，未达到pms: BUG-282781 的预期结果，建议研发同事再排查一下

了解到用的ext4 u盘测试的，这个修改只针对vfat，因为只有vfat才用fatlabel修改label，才用936编码。其他格式都是直接utf-8，不需要特殊修改。
