Add argoproj-labs

Hi! Argoproj maintains a second org for experimental projects. We used to have stats for it in devstats. Can we add it to LFX Insights? argoproj-labs

I assume these repositories should not go under Argo.

This org is managed by the Argo project maintainers and not part of the CNCF Argo umbrella projects.

argoproj-labs itself does not seem to be a CNCF project. There is no entry in our internal project service for it.

I therefore onboarded argoproj-labs as "non-LF" projects. The only difference will be that it won't have the small LF icon.
