When adding an issue, the comment indicates the incorrect branch

Overview

If we work start -- issues=1 to create work brach work-foo/bar/1 and then add an issue, the comment in the second issue should refer to the same work branch, but instead it uses itself (e.g., work-foo/bar/2)
