Settings ucodehints = 0 does not suppress all ucode checks

Hi,

I want a config were I can suppress ucode checks completely. I'm running multiple VMs using debian jessie / stretch and don't need the checks. Setting ucodehints to 0 does not suppress the checks, as they fail because they cannot execute at all.

I'm running needrestart 3.1 from stretch-backports.
