Migrate Rinkeby Testnet Explorer to Goerli #198

There was a Testnet explorer for Livepeer located at: https://arbitrum-rinkeby.explorer.livepeer.org/

The SSL certificate for it expired on 11/11/2022. The Rinkeby testnet has been deprecated in favor of Goerli post-merge on September 15th, 2022.

There is a need to migrate Livepeer smart contracts to the Goerli test network and to restore this Explorer resource to help with testing and development on the livepeer network. In the meantime, developers are either running on their old rinkeby configurations or the new -pricePerBroadcaster flag on mainnet.

If there's anything I can do to help with this, I'll be happy to contribute towards it, just not sure where to begin with the smart contract side of things.

Thanks for opening this! This is on our priority list right now (we are currently planning on how we need to execute on this during this week). We have an internal issue to track this migration, so I'm going to link that here and we will update when this task is completed and we have a ArbGoerli explorer.

This is in the backlog and will be worked on once we deploy contracts to arbgoerli and get some Os set up/initialize round calls set up
