Help wanted: ROCm/amdgpu doesn't offload VRAM after generation

This stops you from running Fooocus and other GPU-using tools (e.g. InvokeAI) at the same time, because Fooocus doesn't let go of the memory it uses.

Details in #3257 - in particular --always-offload-from-vram is supposed to work but it doesn't.

Please corroborate if you can, by commenting in that issue to confirm that you experience it as well.
