redesign log table

The current log table stores very little info and probably doesn't match Tatoeba's contribution table that well. It also uses lots of redundant ids (see hash_id ticket). There's also a need to log operations on tags as some pyapi calls on the Tag models have sweeping effects which needs a bit more thinking on how to reverse them in case of accidental usage.
