Fix Lowcoder Api Server Launch Failure

Proposed changes

• Added exclusion of the mongo-java-driver from the querydsl-mongodb in the pom.xml wrt to spring 3.0 usage expectation
• Updated base64 encoding to use java.util.Base64 instead of org.bson.internal.Base64 as it is now removed from bson 4.9.1 which Spring 3 mongo driver uses.

Output:

API Server launches successfully.
