Assigning roles doesn't take affect

Hello,
i think i found a bug in this plugin.
I want only one student to use the quickmail block. So i tried to grant the teacher role to that student,
but it doesn't work. If i try the same settings with other moodle blocks it works.

@chadmazilly Hi Chad, i'm using the newest Version 1.7.6 and Moodle 3.4.1+
