My software supports both underline and overline for text, but only the underline variant exists in Lucide. To compensate, I used ArrowUpToLine even though it is not the best representation. It is somewhat niche, but I would assume that it could be useful to all kind of tools providing rich text support (blogs, text editors, etc.).
I would be open to try designing it myself, I am somewhat familiar with Inkscape but not with icon design. Though I have a quite busy schedule so I may take time to respond and iterate.
Design ideas
I would suggest to have a design similar to underline, for instance an O with a bar above it, though it could probably be confused with other meanings (would it be bad?).
Looking online, some prefer the U with a bar above, though I would assume that it could be easy to confuse it with Underline for some people.
