Bare minimum installation fix

While @jtrevathan is working on PyeCAP install fix, If anyone is interested in doing an installation for working with the module.

Per @Ashleshadesh request, here is a requirements.txt that should work at this point Dec 2023. Took me one afternoon to figure it out. I thought it would save someone time to post it here.
