Register users manually

The admins should be able to create new users.

This will need passwords which can be used only once. On their first login, the registered users will need to set a new password. (Or something like this.)

Useful for creating users who do not need personal information (eg. secretary).

I found a package for exactly this last time. With it it is quite easy. I will try to find it.
