As an admin helping an user about observation-related issues, I want to login to Vihko as that user, so that I can see what kind of data their account has.

Example: User says they have entered observations, but they are not becoming visible on Laji.fi. It could be due to draft observations, ETL problem, misunderstanding how a project handles observations, or something else.

Currently this has to be done with database queries.
