Tags: Make them deletable

It should be possible to delete tags in the tags CRUD view. To prevent the deletion of tags that are still assigned to items, maybe only tags with no assignment should be deletable*, or at least the system should ask before deleting a tag whether this really is intended.

*It could be difficult to find all items with a tag assigned to delete the assignment in order to delete the tag.
