Case 1, OR: Only the first part(<{ VITE_APP_ENV }> === dev) will be trigged, and will omit second part after or(||).

<title `vite-if="<{ VITE_APP_ENV }> === dev && <{ VITE_APP_DIR }> === dist"`>test</title>

Case 2, AND: Will always fail.
