Make record aspects APIs support full text search

current get record aspects & get record aspects count APIs support search by keywords. However, the keyword search was added via ILIKE, which is less effective than full text search index.
in Registry records manager: Able to search record by keywords & records list #3480, we leveraged the full text search index to search keywords in all record aspects.
- This ticket is about migrate the full text search to the two API above as well.
