Number of Lines in a Street Address can't edited through admin

Preconditions (*)

1. Magento 2.2.6

Steps to reproduce (*)

1. Go to the Customer Configuration section
2. Change "Number of Lines in a Street Address" to anything else then 3.
3. Save config and clear cache.

Expected result (*)

1. The customer address edit form should contain "Number of Lines in a Street Address" street fields.

Actual result (*)

1. The form contains always 3 street fields since its based on the getMultilineCount() of the customer_eav_attribute 'street'
