Saw an error going by, worth investigating, that pip trying to install sqlalchemy couldn't find Python.h so disabled some native speedups.

We should investigate if we don't setup a correct compiler environment during puppet install, and if that's affecting sqlalchemy's package ability to compile speedups. If so, should definitely fix that.
