Update python version

#614 introduces a uniform lower limit for the python version MALA supports, namely python version 3.10.4. That is good and an okay version for now (python 3.10. has an EOL in 2026), but we should update the python version with which MALA functions. I would suggest at least 3.12., maybe even 3.13.

This will allow us to finally fix #559.
