Low priority but I think this can be useful, see stuff like Charyb. Possibly implemented similar to Capability and having a help="text here" arg in eventmgr_rfc1459.message for ease.

We could split it out into separate files like Charyb / etc, but I think most of the commands' help text would best live close to the implementations of those commands.

Idea: In Limnoria, we use docstrings for command help, and it can be accessed from IRC.
