Ident lookup timeout

Shouldn't be too difficult to implement. We don't really need to wait for a full minute before timing out, as we do by default.

I thought Mammon ignores ident entirely and I remember @kaniini wondering at IRC long time ago whether or not it's needed and if I recall correctly their conclusion was that IRCCloud doesn't allow users to change their idents so it's not needed.

We've had ident lookups as an ext module for a while now. The issue is that if it can't get a response at all (not a clear yes/no, say it's firewalled), the lookup ages to timeout.
