Investigate constructor for windows installer

Current Behaviour

Currently windows packages are built using pyinstaller and nsis.

Desired Behaviour

Constructor may be able to do the same task https://github.com/conda/constructor

It might allow building on github actions, and may result in smaller installer files

Undesired Behaviour

Importance of Feature

May allow more automation of package building
