backport creates cherry-pick PRs with a predictable format:

github-release-tools/src/backport.js

Line 31 in 20ca6c1

body: `Backports #${number} to ${branch}\n----\n${prData.body}`

changelog-draft can use this to identify such PRs and use the original PR description instead.
