with #13050 we deprecated OnMapChangeListeners and provided specific callbacks to events instead. This ticket covers the tail work of removing the deprecated OnMapChangeListeners. TBD if we will pick this up with upcoming semver major or the one after. For now I will add the upcoming release.

Capturing from internal discussion that we are removing OnMapChange with the upcoming major release. This is happening in #13240.
