During "ml {env} deploy modules", Roxy looks for property references in $src/app/config/config.xqy and replaces them, as described here. That location makes sense for MVC and Hybrid applications. For REST applications, the developer may want to specify a location that fits with the application's structure.
Make a new property that lets the developer specify which module gets substitutions.
