The voting system has been developed for older version of SDK and massa-as here: https://github.com/massalabs/massa-sc-contracts/tree/74e21a711cb510b4b2153118dd1ae7b7a4096a31/assembly/voting

Need clarification:

• write user stories

Tasks:

• add the voting system or implement it again
• add its tests

• We took the next postulate :
  We spend too much time on this atm
  We need to reopen this subjects when Voting system will be used

Functionalities :
Delegate System
CRUD Proposal
Owner Proposal
Cast a Vote

Updates

• Updated to work with Byte Array update
• Updated to work with Args class

Todo :
a) Make tests to verify if the code works.
a1) If code doesn't work as needed , Challenge the global vision
a2) If code work , Arbitrate if a rework is needed or not and if it's the right time to do this
b) Challenge the code and the process when tests are ready
