feat(chips): Consolidate interaction event handlers

Consolidate interaction event handlers into discrete root-level handlers: handleClick and handleKeydown.

BREAKING CHANGE: the handleInteraction and handleTrailingIconInteraction handlers have been removed from the MDCChipFoundation. The handleClick handler has been added to the MDCChipFoundation
