Clients can do this via a filter, however appservices are forced to use the normal "client format" for events. To fix issues similar to https://github.com/matrix-org/synapse/issues/2735 for appservices, a new flag could be added to the registration to indicate that the appservice wants to receive events in "federation format".

Would also be useful for stats bots which want/need more information.
