Compare https://spec.matrix.org/v1.9/client-server-api/ with https://spec.matrix.org/unstable/client-server-api/

  1. Wait for the page to load
  2. Scroll down on the table of contents
  3. Click a heading
  4. Note where the page brings you to

In the case of v1.9, the page correctly scrolls you to the selected section. On unstable, it jumps around a bit and the table of contents can't decide where you're looking.

Validated broken on Chrome, Windows 11.
