Diverging schema update names

Some features made it to synapse-dinsic before Synapse mainline (or were desired before the next merge), and thus the path to their database schema update files differ between both repos. This means that, once the mainlining project is complete, some manual fiddling with the database will be required so that Synapse thinks it's already run the update files from mainline.

These files are:

• 59/11add_knock_members_to_stats.sql (on mainline) -> 58/24add_knock_members_to_stats.sql (on synapse-dinsic)
• 59/12account_validity_token_used_ts_ms.sql (on mainline) -> 58/19account_validity_token_used_ts_ms.sql (on synapse-dinsic)
