Add a command to the CLI to report an issue

Add a command to the CLI that collects information about the system and pre-populates a GitHub issue. The command should confirm that the user is happy for the information to be collected before sending the data to GitHub's servers.

This should make reporting issues and debugging issues either by providing information useful when debugging.
