import flow when regular users has no permissions to create public playbooks #1836

I've tried to export a playbook, do some modifications, and import it again at community. However, I was not able to do the import.

Steps:

go to playbooks feature swinlane -> export
local changes
import again -> 403 error

Some details:

error is generic, and does not make any reference to a possible lack of permissions
exported JSON has no "public" field
imported playbooks are forced as public
community members can only create private playbooks
