This issue is about using Sublanguage in combination with Woocommerce.
Even with Product Attributes activated in Translatability, it is only possible to create translations for the product attribute VALUES, not for the product attribute TITLES.
Example: If I had an attribute "colour", with the options "black", "red" and "green", then I could create translations for "black", "red" and "green", but not for "colour".
This issue is about using Sublanguage in combination with Woocommerce.

From what I understand this is due to the fact that the item__label for product attributes are not stored in the postmeta table, but in a different (and tbh rather ugly) way.
