Unable to run snes9x-coop, says missing d3dx9_40.dll

So I wanted to play the Link to the Past randomizer with a friend. Downloaded snes9x-coop from https://mcclure.github.io/emu-coop/
It ran just fine for me, but my friend was unable to run it. She got an error saying it was unable to find d3dx9_40.dll and would not open.
She says that she has the “x86” version of the VS2015 C++ redistributable
Any help solving this issue would be much appreciated!
