"Dead flags" are flags which existed in older browser versions but aren't really relevant anymore as the feature is shipping by default in later browser versions. You can observe them with version ranges and rendered e.g. on this page: https://developer.mozilla.org/en-US/docs/Web/API/CustomElementRegistry#Browser_compatibility
