Identify and scope related Supervisor issues

medic/cht-core#6543 (multiple places per user) will be a pretty huge change and Supervisors will end up with a lot more data on their devices. There are a few related issues that may help mitigate some of those challenges:

• 8034 - replicate primary contacts for places at max depth
• 7156 - filter replicated needs_signoff reports by form type

We need to follow-up on the requirements for these and identify other related issues.
