[BUG] Governance stats update lag when switching between chains

Steps to reproduce:

1. Go to the app URL
2. Take note of the governance stats
3. Connect a wallet
4. Take note of the governance stats
5. Switch to Alfajores
6. Take note of the governance stats
7. Switch back to Celo
8. Take note of the governance stats

Expected result: The stats, specifically the total veMento voting power, should update to show the voting power on celo mainnet
Actual result: The total voting power displayed is still the alfajores voting power

Another issue that affects this component can be seen below
When navigating from 'My voting power' to the home page, there is a flicker on the number of active proposals.
