Allow the user to force updates of cached information

Currently datapipelines, the underlying library which handles the acquisition and caching of data in Orianna, does not support forcing a cache update. In order to get the functionality in Orianna, it would first need to be implemented for datapipelines.

Once the feature is implemented for datapipelines, request builders in Orianna should be updated to offer the option to force a cache update.
