There have been several issues in the past discussing aspects of this, including #739, #940, and #1270. Contributors are now listed but I think there is still improvement needed here.
The main issue is that the page prominently shows the uploader of that release and their avatar, and everyone else is put in the contributors list. In lots of cases, the uploader is not the original author of the distribution, and may not be an author at all but just a release manager. There's no one right answer for what to display but showing the uploader alone is certainly the wrong one.
Permissions for the distribution are now indexed, meaning that and the "authors" metadata can both be used to determine who to feature prominently as being responsible for a distribution. I feel these are both important, though they will often overlap; authors indicates who it belongs to, and permissions indicates who to bother about it.
My suggestion would be to show clearly the uploader, the list of authors from metadata, and the current list of people with permissions (perhaps subsets if there's a large amount); and most importantly labeling each group. The uploader should not be much more prominent than the others, but it should still be clear who did upload it.
