Automatically create GitHub issue if there is no new data for region in 1 month

Since there are now 4 different regions, there should be a check for each region, if there are still waste collection dates ahead, to start looking for a data update.

I'm thinking of a GitHub Action that runs daily and fails if there is no more data points in ~1+ month. Idealy a failed run would automatically create an issue here.

It let's us create an issue and even skip if a duplicate is found.
