Voting mechanism

Once we create the Attendance coin, all the attributes that we want to add should be accomplished using a decentralized voting contract.

@vutsalsinghal I like that idea. Lets keep it decentralized and in the hands of the members. Any new features need to be voted on. Any one should be able to suggest feature, but voting is needed to pass. Question though. Should your vote be proportional to the amount of coin/badges you have? Or is it one person, one vote?

@tesla809 I guess we can take a weighted vote in case of a tie or else normal vote...
