Problem Description

Test Environment:
OS version: 22H2 (Build 25182.1010)
Application: AdaptiveCardVisualizer
Application Version: 3.0.2206.2001

Repro Steps:

1. Open the Adaptive Card Visualizer application.
2. Navigate to the 'Close' button present under 'Activity Update.json' through tab or shift tab key.
3. Observe the issue.

Actual Result:
On 'Close' button present beside 'Activity Update.json', keyboard focus is not moving on it in backward navigation while keyboard focus is moving on 'Close' button in forward navigation.

Expected Result:
On backward navigation keyboard focus should move on the 'Close' button which is present beside 'Activity Update.json'.

Notes:
Same issue repro for all the 'Close' button which is present on left pane navigation.

User Impact:
Keyboard dependent user will have difficulty in interacting with the 'Close' button in backward navigation as they have to use extra tabbing to move back on 'Close' button.
