Describe the bug
When on a resource page (i.e. workspaces), if there's an error connecting to the API (502 or similar), this isn't shown on the front-end and instead it looks like there are just no resources of that type
Steps to reproduce
Stop the API app so that app gateway sends 502s
Open the UI and navigate to workspaces
You will see a blank screen instead of an error
