Missing numpy dependency on setup.py

Hello all,

In #9 I can see that adding numpy dependency on setup.py already had been suggested, but it seems that it hasn't been addressed yet. Specifying Dependencies could be helpful to guide the way to add numpy dependency explicitly.

Or, it may be appreciated if the reason for not explicitly specifying numpy as BlingFire's dependency is stated on README or somewhere.
