For cV 2.1, the counter is encoded in decimal. For cV 3.0 (draft), the proposal is switch to hexadecimal, for efficiency without sacrificing lexical sort consistency with cV 2.1. Both Base32Hex and Base36 would also be good candidates for consideration, that can yield better efficiency, and should be discussed prior to ratification.
