Support creating a new document based on a blueprint snapshot

Describe the solution you'd like
To support new Activity Blueprints, we would like to boot from a pre-created snapshot (a template), and have that create a new file when first saved. The content from the snapshot should all be included in at sequence number 0.

May overlap with #932

Describe alternatives you've considered
Currently to accomplish this scenario components are manually creating hardcoded content after boot, which is a concern for performance and for scalability of new blueprints overtime.
