As the issue microsoft/DynamicHead#25 says, modulated deformable convolution and upsample_bilinear may be swaaped. The code is in https://github.com/microsoft/GLIP/blob/main/maskrcnn_benchmark/modeling/rpn/vldyhead.py#L210
