Add Azure Artifacts Nuget configuration for official builds. #343

Placeholder issue to re-point our builds to Azure Artifacts.

Notes:

The feed is authenticated -- we need to enable this within the build.
Builds outside of Azure Artifacts need to work with public nuget.org. That means we can't just add a nuget.config file.
