Document hotfix process #7672

We need to document the hotfix process. Specifically:

How to find the latest commit that got inserted into VS main before the snap to VS release
How to create a PTVS release branch using this commit as head (what to name the branch, etc...)
How to hoxfix this release branch (either through direct PR or from a cherry-pick from main)
How to create a release pipeline for VS insertion
How to perform the release
